Anderson Geneva Development is the master developer rebuilding the former steel mill, so the city and a private builder sit side by side at the top of the list, putting up a community together. Orem City appears because Vineyard buys some services from its neighbor instead of standing up every department itself, and the Utah County Sheriff's Office provides police under contract rather than a department of its own. Dry Creek Structures and Landmark Excavating are the earthwork and building firms turning old industrial land into streets and houses.
